Digital transformation in European Customs

H1 Systems Mandatory from October 15, 2025

The Digital and Regulatory Transformation Underway in European Customs Arrives in Spain with a Key Date: Starting October 15, 2025, the traditional Single Administrative Document (DUA) will be definitively replaced by the H1 system.
This reform is part of the adaptation to the Union Customs Code (UCC) and aims to streamline, secure, and digitize customs management, making it mandatory to submit import declarations via H1 in a structured electronic format.

 

  • What is the H1 Customs Clearance Procedure?
    The H1 customs clearance procedure is an electronic customs process implemented by the Spanish Tax Agency (AEAT) for the definitive importation of goods from countries outside the European Union. This new system replaces the current import DUA, aligning with both the UCC and the standards of the European Commission.

     

  • Why will it be mandatory as of October 15, 2025?
    The European Commission requires the harmonization of customs procedures across all Member States. For this reason, Spain, through the AEAT, is establishing H1 as the only valid channel for import declarations from that date, rendering the traditional DUA obsolete.

 

Main Changes and New Features:

 

  • Declaration in structured electronic format (XML) according to European standards.

     

  • Greater detail and accuracy in the required information (identification of parties, references, values, descriptions, etc.).

     

  • Integration and real-time traceability with European Union databases.

     

  • Elimination of the traditional Import DUA: all importers and representatives will need to adapt their systems and procedures.

     

  • Increased control and automation of customs checks and validations.

 

Who is affected by this reform?

 

All importers, freight forwarders, customs agents, and logistics operators handling imports in Spain. It is essential to adapt IT systems and internal procedures before October 15, 2025.
