The objective is to introduce a simpler approach to establishing preferential origin.

What do we need to know about this new agreement?

  1. EUR.1 movement certificates and invoice declarations issued in accordance with the (former) EU-Chile Association Agreement will not be accepted as proof of preferential origin for goods imported or released for free circulation in the European Union or Chile. From that date, claims of preferential origin must be based on a declaration of origin or on the importer's knowledge, as appropriate.
  2. Preferential declarations of origin for products in transit, temporary storage, warehousing or in free zones as of 1 February 2025 should be based on declarations of origin, as set out in the ITA.
  3. The exporter numbers authorised under the old Association Agreement are replaced by the REX number. In other words, thanks to the new agreement, declarations of origin of products originating in the EU in shipments over 6,000 euros must contain the REX number.
