1) Section 232 Steel and Aluminum Tariff Inclusions Process

In the May 2, 2025, Customs Corner we provided guidance on how the trade community can submit requests for products to be added to the Section 232 tariffs. Since May 1, 2025, which was the date of the first submission window, the Bureau has received 58 requests to be included as derivatives subject to Section 232 tariffs. 

 

As a reminder, BIS will open a two-week submission window three times per year—beginning May, September, and January.

 

This IFR serves two main purposes:

  1. It formally creates the Section 232 inclusions process.
  2. It removes outdated regulatory provisions related to the Section 232 aluminum and steel exclusions process, which ended on February 10, 2025, making those regulations no longer necessary.

 

Interested parties have until June 4, 2025, to add comments to each request.

2) CBP Confirms New De Minimis Code 

On Monday, May 19, U.S. Customs and Border Protection (CBP) informed the trade community that the implementation guides for the ACE Air Import Manifest Appendix A and the ACE Ocean/Rail Import Manifest Appendix D have been updated to include a new notification code:

 

  • 4M – Withhold Entry Release – De Minimis Met

 

CBP explained that this code indicates the shipment’s value exceeds the de minimis threshold. In such cases, filers must seek an alternative type of clearance.

 

CBP also noted that this code is part of the ACE enhancement related to Section 321 – Does Not Exceed $800 in Aggregated Shipments. However, it has not yet been deployed in either the CERT or Production environments. Deployment dates for both environments will be announced in a future CSMS message.

Wednesday, June 4, 2025: Telecommunication Devices of Heading 8517 – The “Telecommunication Devices of Heading 8517” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar will cover an overview of heading 8517, HTSUS, which covers telephones and other transmission/reception devices. The webinar will focus on the proper classification of goods, in support of balancing fair trade.

 

Thursday, June 5, 2025: An Overview of Welding Machines and Apparatus – The “An Overview of Welding Machines and Apparatus” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar focuses largely on the merchandise of heading 8515 and how to interpret the scope of the heading. We will also explore various kinds of machines that are related to welding. The classification of merchandise within this heading will be the driving force for balancing fair trade. 

 

Tuesday, June 10, 2025: Shoe Shank Redemption – The “Shoe Shank Redemption” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar focuses on correcting the misconceptions about footwear classifications one shoe at a time.

 

Wednesday, June 11, 2025: "Handy” Glove Classification Information– The “Handy” Glove Classification Information” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar will cover practical tips for classifying gloves of all types under the Harmonized Tariff Schedule of the United States. Our goal with this webinar is to assist the trade in understanding what details need to be gathered for the proper entry of glove shipments and how to make informed classification decisions to ensure compliance with applicable laws and regulations.  

 

Tuesday, June 24, 2025: Overview of Hand Tools Classified in Chapter 82– The “Overview of Hand Tools Classified in Chapter 82” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar will discuss the classification of hand tools that fall within headings 8201 through 8205. Legal Notes and Explanatory Notes related to these headings will be reviewed, along with pictural examples of tools classified in these headings.

 

Wednesday, June 25, 2025: Fair Trade Fabrics – The “Fair Trade Fabrics” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar will feature the guiding principles of fair trade and explore the impact on the textile industry.
