Lead Plaintiff Changes in IEEPA Refund Case; Judge Eaton Issues Universal Refund Order

In a notable development in the ongoing IEEPA refund litigation, the lead plaintiff changed on April 7, from Atmus Filtration to Euro-Notions Florida, Inc., now identified as Court No. 25-00595. On the same day, Judge Eaton reissued his order requiring refunds to be provided to all importers associated with the Euro-Notions Florida, Inc. case.

On April 8, Judge Eaton further instructed U.S. Customs and Border Protection (CBP) to submit a status update to the Court of International Trade (CIT) by April 14 at 12 p.m. ET.

CPSC Message Implementation Guide Now Available on CBP.gov

The U.S. Customs and Border Protection (CBP) has announced the release of the Consumer Product Safety Commission (CPSC) Message Implementation Guide (IG), now accessible through the CBP.gov website. Stakeholders can find the guide in the "Draft Chapters: Future Capabilities" section of the ACE Automated Broker Interface (ABI) and CBP and Trade Automated Interface Requirements (CATAIR).

The rollout of the related CPSC Message Set is set to proceed in two phases: deployment to CBP's certification environment on April 15, followed by release to the production environment on July 8. This initiative aims to streamline communication and data submissions between importers and regulatory agencies, enhancing both compliance and operational efficiency.
