Trade and Customs Updates

1) U.S. Trade Representative Seeks Public Input for USMCA Automotive Goods Review Ahead of 2026 Report

The Office of the U.S. Trade Representative (USTR) has announced a comprehensive review of trade in automotive goods under the United States-Mexico-Canada Agreement (USMCA), as mandated by law, with a final report due to the Senate Finance Committee and the House Ways and Means Committee by July 1, 2026.

As part of this process, USTR is inviting comments from automotive producers, labor organizations, and other interested stakeholders on a range of issues, including the operation and enforcement of USMCA’s automotive provisions, compliance with rules of origin, use of alternative staging regimes, and the effectiveness of these rules in the context of evolving technologies and manufacturing processes.

Submissions should address topics such as regional value content (RVC) requirements, North American steel and aluminum purchase mandates, labor value content (LVC) requirements, and the certification process, among others. The deadline for written comments is January 7, 2026, at 11:59 p.m. EST.

This public input will help inform USTR’s report to Congress on whether the USMCA’s automotive provisions remain effective and relevant given ongoing changes in the automotive sector.

Further information and the procedures for submission of comments can be found in the Federal Register.
