1)  NCSD’s September Webinar Schedule 

The Office of Trade’s National Commodity Specialist Division (NCSD) at U.S. Customs and Border Protection is conducting a series of webinars in September as part of the 2025 NCSD webinar series. These sessions are set for 1:30 p.m. ET. 

 

To sign up for these complimentary webinars, please click on the registration link corresponding to each webinar listed below. All registered participants will receive a webinar link in their confirmation email and again the day before the webinar through the OTR Webinars mailbox.  

 

However, participation is on a first-come, first-served basis due to limited space. After the live presentations, this webinar and others previously recorded will be available for replay at Trade Outreach Webinars | U.S. Customs and Border Protection (cbp.gov). 

These webinars are part of CBP’s Continuing Education program.

Wednesday, September 3, 2025: Overview of Chapter 28 Chemicals – The “Overview of Chapter 28 Chemicals” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar is an overview of Chapter 28’s Heading and Subheading descriptions, Chapter Notes, and Explanatory Notes. This webinar will also include several classification case studies. 

Tuesday, September 16, 2025: Let's Make a Date to Discuss Date & Date Related Products – The “Let's Make a Date to Discuss Date & Date Related Products” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar will explain the classification of dates and the various products they are processed into.  

Tuesday, September 18, 2025: What Two Letters Spell Candy? C and Y! – The “What Two Letters Spell Candy? C and Y!” is part of the 2025 Educations Commodity Specific Webinar Series hosted by the National Commodity Specialist Division, Regulations and Rulings, Office of Trade. This webinar will cover the tariff classification of sugar confectionery under heading 1704 of the HTSUS. 

 

2) Reciprocal Duty List Update

The Trump administration has introduced reciprocal tariff rates on a wide range of countries, imposing duties between 10% and 41%. This move impacts major global economies, with China facing a 34% tariff, Canada at 35%, and the European Union also affected. 3) CBP Extends and Modifies Global Business Identifier Test, Adds New Identity Management Partner 

On February 12, 2024, U.S. Customs and Border Protection (CBP) announced in the Federal Register an extension and modification of its National Customs Automation Program Test, now known as the Global Business Identifier Test (GBI Test). This initiative, formerly referred to as the Global Business Identifier Evaluative Proof of Concept (GBI EPoC), will now run through February 23, 2027, subject to any further changes or early termination. 

 

Notably, CBP has partnered with Altana Technologies USG Inc. (Altana), adding them as a new Identity Management Company (IMC) alongside existing partners Dun & Bradstreet, GS1, and the Global Legal Entity Identifier Foundation. This inclusion allows test participants to use identifiers provided by Altana in the designated GBI fields. 

 

The test's scope has been expanded by removing previous limitations on commodity types and countries of origin for eligible entries. It also features updated contact information and new web addresses for obtaining GBIs. Importers of record and licensed customs brokers are invited to participate in the test until its conclusion, and public feedback is welcomed at [email protected] throughout the test period. 

 

The revised notice reorganizes guidance for both participants and companies interested in supporting CBP as GBI Test IMCs, ensuring clarity and accessibility for all stakeholders involved.
